A lot of things that get managed as issues simply aren´t issues at all. An issue is not a difference of opinion or a disagreement. An issue is something that threatens my project. That could be a threat against the scope, against the schedule or against the budget, but that´s about it. Most anything else doesn´t get put on the issue log on my project. I used to write down every single question or concern and treat it like an issue, but if you treat something like an issue, it will become an issue, and then you´ll really have something to deal with. You don´t ever want the issue log itself to become another issue.
